Limassol marina plans hit financing snag

Latest news seem to contradict previous comments made by Limassol Marina Ltd spokesman, Mr. Nikiforos Bambakas about apparent "Optimism" regarding the launch of the Limassol Marina Project.

LIMASSOL MAYOR Andreas Christou yesterday confirmed that there is currently an impasse in the procedure for acquiring bank funding for the construction of the Limassol marina – a large-scale project expected to cost around €170 million.

“There are certain issues in relation to the guarantees that the banks are asking for the Limassol Marina project. A dialogue has started between the contractor, the government and bank representatives so that we can find a solution and start the project,” Christou said.

“It was inevitable that we would have difficulties with the banks. It was not something that surprised us, the investors or the government,” he added.

Christou confirmed that although Cypriot banks have expressed interest in lending for the project, in light of the current liquidity crisis, they are requesting more guarantees, possibly from the state.

“It is possible that they want more state guarantees.
It may possibly be related to the period of crisis that we are going through.

“Until the present the potential of selling flats and residences that would be constructed was considered sufficient guarantee, but apparently
the downturn in the real estate market is causing banks to ask for more,” he explained.

Christou pointed out that the marina’s creation could give a much-needed boost to the market by creating jobs and tourism potential.

“We are interested in starting work immediately because the period that we are going through, when labour can be employed for such a demanding project would ease pressures that are already appearing in the labour market and would enrich our tourist product.”
Limassol marina will be located west of the old port, taking over the entire seaside area from the old to the current port.
It will accommodate up to 1,000 vessels and will offer a range of services including dining, residential, shopping and conference space. A park will surround the marina, while all buildings within it will adhere to old Limassol’s traditional architecture standards.

The marina will be constructed and managed under a built operate and transfer (BOT) agreement. In this case, the strategic investor will execute the plan and manage the marina for 53 years, and retain profit rights for 37 additional years.
Limassol Marina Ltd comprises J&P Avax A.E., Cybargo PLC, Fraggoudi & Stefanou, Ioannou & Paraskevaidi, Athena ATE, Cads, Holding Ltd and the Limassol Chamber of Commerce and Industry (EBEL) through the Limassol Marina Development Company.
It is expected that once launched, construction will be completed in two years for the marina itself, and in six to seven years for the surrounding residential area.

Limassol marina developers optimistic project will start soon

DESPITE recent reports that funding problems were delaying the start of work at the Limassol marina, the company set up specifically to deliver the project is confident that the process will run smoothly. 

Being the most ambitious project underway in Cyprus, Limassol Marina is expected to be one of the government’s priorities as a measure of dealing with the financial crisis.

“We are very optimistic after such statements that the pace of implementing procedural, financial and technical loose ends will be speedy, to allow the start of works,” said Nikiforos Bambakas, the spokesman for Limassol Marina Ltd.

However, Bambakas clarified that due to the grand scale and complexity of the project, a complicated and time-consuming procedure must be followed before work can begin. “This is an unprecedented project for Cyprus and internationally. It is a large scale project implemented in a contemporary and new model of development. Because of its size and complex characteristics, there is a complicated process that must be followed,” he said.

“At present we are at the licensing stage, as the town planning approvals are moving on and we can then enter the stage of a comprehensive architectural planning, including funding and design,” he added.

Reports this week suggested the project was being delayed because two banks that initially showed interest in providing the funding were now backing off and asking for additional guarantees and higher interest rates. The total cost for the project amounts to €170 million.

Bambakas, however, said the funding from banks would be given after
all the necessary licenses were granted, which has not happened yet. “In order to ensure bank funding we must have all town planning consents in order, but this is just part of the process and we are confident it will be resolved soon,” he said.

The project, characterised as the biggest tourist infrastructure work in Limassol, is expected to boost the town’s tourist sector by attracting quality visitors. Limassol Marina will be located on the west of the Old Port, taking over the entire seaside area from the old to the New Port. THE FINAL plans for the €250million Limassol Marina project were released yesterday at Limassol Town Hall by project architect Saverios Vrahimis. Work on the large-scale project at the heart of the old Limassol’s seafront is expected to start soon and be completed by 2011.

The creation of the marina is expected to transform the area and contribute to the development of a more diverse tourist product on the island. “The project is exceptionally significant for Limassol and for Cyprus – it is the first project of this size. It will have a positive impact on all levels of development and give a new direction for tourism.
The marina will be located to the west of the old port, taking over the entire seaside area from the old to the new port. “Its placing at the front of town will contribute to the development of Limassol’s southern areas, including the Turkish Cypriot neighbourhoods and Omonia, which have not yet benefited from tourist development.”

The Minister of Commerce Industry and Tourism Antonis Paschalides was also present at yesterday’s mastrerplan presentation. Paschalides thanked the previous administration, crediting his predecessor with successfully bringing the project to fruition. Paschalides also noted the project’s significance in promoting nautical tourism.
“Our vision is that nautical tourism becomes a basic axis of development on the island, as thousands of visitors will be able to enjoy the unique experiences that our sea so generously offers,” he said.

Cyprus Trade, Industry and Tourism Minister Antonis Michaelides signed the contracts for the construction of a marina in Limassol worth 170 million euro.

The marina, which will be constructed with the method of BOT in three years, will have a capacity of 1.000 yachts in and out of water. Speaking during the signing ceremony, Michaelides said that the event is a day of celebration for Cypriot tourism, adding that the new marina will be ''a unique jewel for Cyprus.''

FOLLOWING the announcement for the construction of a Limassol Marina, the Ministry of Commerce has pledged that three more marinas, in Paphos, Larnaca and in Ayia Napa are in the works. The creation of the three marinas aims to render Cyprus a major attraction for nautical tourism in the Mediterranean.The agreement for the creation of Limassol Marina was signed yesterday between the Minister of Commerce Antonis Michaelides and Marios Lanitis, representing the “Limassol Marina” group of companies, which will be responsible for the construction and management of the marina through the BOT method.

“The Limassol Marina is a project which will differentiate the city of Limassol and will alter Cyprus’ status,” said Marios Lanitis. “The project, situated at the heart of Limassol, is in complete harmony with the surrounding area, and it will create growth opportunities for Limassol, making it a landmark development for Cyprus as well as for the nearby region.” “This is a project of great importance for the city, but also for the whole of Cyprus,” said Andreas Christou, Mayor of Limassol. “It is the first Marina to be constructed using this method, so the experiences gained and all aspects of the preparation will act as the basis for future agreements.”

Limassol Marina will be the first of four to be constructed in Cyprus, as Minister Antonis Michaelides confirmed yesterday. “I am pleased to announce that the evaluation and bidding procedure for a Paphos Marina are in their final stage,” he said. Limassol Marina and Paphos Marina will have a capacity to hold 1,000 boats each, while Ayia Napa Marina will be able to house 600 boats. In addition to the creation of the new marinas, the state announced plans for the improvement of Latsi and Kato Paphos areas, as Marinas and as fishing refuge spaces. “We are thus enriching the entire seafront of free Cyprus. When the successful bidder was found, other problems ensued such as removing the marina area from the beach protection zone, assigning the necessary status to the area, approving Limassol Local Action Plan 2006 and negotiating the terms of an agreement that allows the Hanseatic School to remain in the marina area. Limassol Marina will offer a range of services including dining, residential, shopping and conference space. A green park will surround the marina, while all buildings within it will adhere to old Limassol’s traditional architecture standards. The total cost for the project amounts to €170 million. Construction work will start in six months and will be completed in three years.

The project, characterised as the biggest tourist infrastructure work in Limassol, is expected to boost the town's tourist sector by attracting quality visitors.

Following the signing of the preliminary agreement tomorrow, a final agreement will be sealed within six months.
The group of investors is then expected to commission experts to undertake an environmental impact assessment, detailing the project's possible adverse effects on the environment. Once this goes through the Environment Service, construction work can begin. It is expected that construction will be completed in two years for the marina itself, and within six to seven years for the residential area that will surround it.

Our company together with the leading French water engineering firm Sogreah and Atelier Xavier Bohl, and a very strong consortium made up of Cybarco, Francoudi & Stephanou, the Limassol Chamber of Commerce, and Athena S.A., successful bid and won the tender to construct the first marina of Cyprus, the Limassol Marina.

This project envisages a world class marina, which will be environmentally friendly, with a wide range of services and attractions unsurpassed anywhere in Cyprus. These will include quality waterside residential and commercial developments, lifestyle attributes such as recreation centers, restaurants, clubs, entertainment, sports, bicycle and walking paths and even a traditional church. Over 1000 berths will be available for small and larger yachts and the whole operation will be managed and operated by quality and experienced operators.

Our company (again in cooperation with Sogreah) and a consortium of highly experienced professionals, were recently also pre-qualified and short-listed to submit our bid for the creation of the Paphos Marina. The Consortium on this project includes Leptos Pandora Ltd, Cybarco, J&P, J&P Avax, Francoudi & Stephanou, Cads Holdings Ltd and Athena S.A.

On both proposals, our office worked in close cooperation with the renowned office of Marina Master Planner Xavier Bohl.

The Cyprus Government says that the marinas projects are on track.

The plans in the pipeline are these: the expansion and upgrading of the Larnaca marina, with space for 1000 berths; Limassol marina with a capacity for 1,000 berths; Paphos 1,000 berths; Ayia Napa 650 berths; and Paralimni 250-300.

From these, the Limassol marina appears the most impressive. Located between the old harbour and the ceramics factory, it will be supported by an entire commercial centre to be built at the site, featuring shopping malls, cafeterias, restaurants, gyms, spas, ballroom dancing halls, hairdressers, indoor sports arenas, and a conference centre. The end result, it is envisioned, will be a mini-town within Limassol.

The Limassol project also seems to be the closest to fruition. According to Minister of Trade, Industry and Tourism Antonis Michaelides, signatures should be put on paper “very soon”. Michaelides said the drafting of the contract with the successful tenderer was “a mere formality”, and that under the terms the project must be completed within three years of signing the agreement. “It will be like nothing else the Middle East area has ever seen,” Michaelides added.

Cyprus is on the verge of finally getting on the map of nautical tourism.
